These shots are transformed into invaluable data about crop height, potential output, geographic variations in growth throughout fields, and more. In the past, such work was done by sending teams of people into fields to manually count the number of plants, estimate the amount of wheat, and spot areas of high growth and poor growth. They typically estimated a score on a scale of 1 to 10. Studies show that the results from this subjective method vary heavily from person to person. Bias enters in. إلى نحو 94 بالمائة من الناتج المحلي الإجمالي الذي يزيد على 400 مليار دولار. زيادة الصادرات لم تخفف العجز يأتي تراكم المزيد من الديون لأسباب متعددة من أبرزها استمرار العجز الكبير في موازين التجارة والمدفوعات الخارجية. وعلى الرغم من زيادة عائدات البلاد من تصدير الخضار والفواكه والغاز المسال فإن هذه العجوزات مستمرة في الارتفاع. فعجز الميزان التجاري على سبيل المثال لم يتراجع خلال العام الماضي. وهناك خشية من ارتفاعه هذه السنة بأكثر من 3 مليارات دولار ليصل إلى 36 مليار دولار. وحسب البنك المركزي المصري وصل عجز ميزان المدفوعات إلى أكثر من 7 مليارات خلال الفترة من يوليو/ تموز 2021 ولغاية مارس/ آذار 2022. ويعود السبب الرئيسي في ذلك إلى ارتفاع تكاليف استيراد الأغذية والمواد الأولية. وما يزيد الطين بلة هو أن مصر من بين أكثر الدول استيرادا للمواد الغذائية والمواد الأولية. كما أن مشاريعها الضخمة في مجال البنية التحتية تلتهم عشرات المليارات من الدولارات سنويا. تزايد أعباء خدمة الديون يؤدي تراكم الديون إلى زيادة أعباء خدمتها سواء على صعيد دفع الفوائد أو الأقساط المترتبة عليها. وهو أمر ينهك الموازنة المصرية التي يتوقع بأن يكون عجزها بحدود 30 مليار دولار هذه السنة. ويدل على زيادة الأعباء وصول حجم السداد إلى 24 مليار دولار خلال الأشهر الخمسة الأولى من عام 2022. ويشمل المبلغ حسب البنك المركزي المصري عشرة مليارات لسداد خدمة الدين الخارجي و 14 مليار دولار لصناديق الاستثمار الأجنبية ، لا سيما التي سحبت استثماراتها من السندات المصرية على ضوء التضخم وانخفاض سعر الجنيه المصري وعدم رفع سعر الفائدة. ويزيد حجم السداد المذكور على المبلغ الذي كان على البلاد دفعه خلال سنة بكاملها من السنوات القليلة الماضية. وقد أدى هذا السداد إلى جانب أعباء زيادة أسعارمستوردات الحبوب والأغذيةإلى تراجع قياسي في الاحتياطي النقدي من العملات الصعبة إلى أقل من 33 مليار دولار حاليا مقابل أكثر من 40 مليار دولار قبل أقل من عامين. لماذا هذه الضغوط الاقتصادية المتزايدة ؟ ومع تراجع الاحتياطي من العملات الأجنبية والارتفاع الجنوبي لأسعار الأغذية التي تشكل نحو 13 بالمائة من قيمة مجمل الاستيراد تزداد الضغوط المالية والاقتصادية والاجتماعية على الحكومة المصرية. ويزيد من هذه الضغوط تضرر الاقتصاد من ارتفاع أسعار المشتقات النفطية والسلع الزراعية والمواد الخام اللازمة لمعظم الصناعات المصرية ، لاسيما وأن مصر أكبر مستورد للقمح في العالم. كما فقد قطاع السياحة سوقين اساسيين هما السوق الروسية والسوق الأوكرانية. وعلى ضوء ذلك تذهب التقديرات إلى أن مصر تحتاج من الآن وحتى نهاية العام القادم إلى أكثر من 41 مليار دولار لسداد عجز الحساب الجاري وخدمة الديون المستحقة. مخاطر المزيد من الاقتراض وفي محاولة منها لمواجهة الضغوط المذكورة تطرق الحكومة المصرية مجددا باب الاقتراض للحصول على المال بشروط تزداد صعوبة في ظل التطورات الراهنة. فقد نقلت وكالة بلومبيرغ للأنباء عن مصادر حكومية مصرية قولها أنها تجري حاليا مباحثات مع بنوك إقليمية ودولية للحصول على قرض بقيمة,5 مليار دولار في أقرب وقت ممكن. وهناك جهود حثيثة يتم بذلها للحصول على أموال خليجية بعشرات المليارات على شكل إيداعات وقروض واستثمارات. وعلى ضوء المؤشرات الأولية يبدو أن الحكومة المصرية مستعدة للحصول على مزيد من القروض رغم تشديد شروطها وارتفاع فوائدها. غير أن مخاطر ذلك ليست بالهينة بالنسبة إلى بلد تخطى حجم ديونه ثلثي حجم الناتج المحلي الإجمالي ، وهو الحد الذي يُعتبر تجاوزه من المؤشرات الخطيرة على مستقبل الاقتصاد. إن المبالغة في الإقبال على القروض بالنسبة إلى مصر تزيد من مخاطر انزلاقها إلى قائمة الدول غير القادرة على السداد. فخلال السنوات الماضية تمكنت من القيام بهذا السداد بفضل تدفق الاستثمارات الأجنبية وقروض صندوق النقد الدولي والمؤسسات المانحة. غير أن خروج هذه الاستثمارات مؤخرا وتصعيب شروط القروض وارتفاع أسعارها يحتم على مصر التخفيف منها قدر الإمكان. وفيما عدا ذلك فإن مخاطر وقوعها في فخ الديون على غرار تركيا واليونان ولبنان وغيرها أمر غير مستبعد ، لاسيما وأن الاقتصاد المصري ضعيف في مجال التصدير. ومن شأن الوقوع في هذا الفخ فقدان أو المزيد من إضعاف السيطرة على الأوضاع الاقتصادية والمالية ، ما يعني المزيد من التضخم وارتفاع الأسعار ورفع الدعم عن السلع الأساسية وانتشار الفقر وخطر وقوع احتجاجات اجتماعية. هل من بديل عن الاقتراض ؟ أما البديل عن المبالغة في الاقتراض فيتمثل فيإعطاء الأولية لتسريع الخطىفي مجال الاعتماد على مصادر دخل محلية مستدامة من خلال إعادة هيكلة الصادرات والواردات بحيث يتم تقليص العجز المزمن في الميزان التجاري حتى يحقق التوازن المطلوب. وهنا لا بد من إعطاء المزيد من الاهتمام لزيادة نسبة الاكتفاء الذاتي من الأغذية والأدوية والمواد الأولية اللازمة للصناعات التحويلية التي تمثل قيما مضافة عالية في السوقين الداخلية والخارجية. ومما لا شك فيه أن الكثير من خطوات الترشيد والتقشف التي بدأت على صعيد استهلاك الكهرباء وتخفيض الدعم عن بعض السلع ورفع الرسوم الجمركية عن سلع كمالية خطوات مهمة في الاتجاه الصحيح.
